2010 Novice Evidence Packet |

The 2010 Novice Evidence Packet for Policy Debate is now available.
We have contained all of the files in one zip file for you and each file is posted seperately. If you have trouble downloading the Novice Evidence Packet, please contact WDCA Past President, Nick Bubb. The packet will also be available on CD at the 2010 Fall Workshop.
The WDCA has adopted the following language regarding the Novice Evidence Packet:
Until a date determined by the Executive Committee, arguments in the novice division are restricted to those contained in the official novice evidence packet. Following that date, packet restrictions are removed but affirmatives remain limited to the plan texts specified in the novice evidence packet. In the event that an argument is presented from outside the novice evidence packet, the judge should not consider that argument in their decision, regardless of whether the issue is raised in the debate. If the affirmative team presents a plan that is not found in the novice evidence packet, they should receive a loss. Tournament directors should enforce these novice evidence packet restrictions.
The arguments contained in this year’s novice evidence packet are:
- An Afghanistan Affirmative and related case negative arguments.
- A “Sphere of Influence” disadvantage to the Afghanistan Affirmative and affirmative answers
- A Japan Affirmative and related case negative arguments
- A “China Containment” disadvantage to the Japan Affirmative and affirmative answers
- A South Korea Affirmative and related case negative arguments
- A “North Korea” disadvantage to the South Korea Affirmative and affirmative answers
- A Hegemony disadvantage and affirmative answers
- A Topicality File and affirmative answers
The plan texts in the packet are as follows:
Resolved: The United States federal government should substantially reduce its military and/or police presence in one or more of the following: South Korea, Japan, Afghanistan, Kuwait, Iraq, Turkey:
- by phasing out its military presence in the Okinawa Prefecture of Japan
- by phasing out its military presence in the Republic of South Korea.
- by phasing out its military presence dedicated to counterinsurgency operations in Afghanistan.
The date determined by the Executive Committee for removing the Novice Evidence Packet Restrictions is November 1, 2010. |

2010 Workshop and Fall Meeting |

The WDCA is proud to announce the 2010 Workshop and Fall Meeting.
The Workshop and Fall meeting are scheduled for Saturday, September 11th at West Bend East High School. (1305 East Decorah Road / West Bend, WI 53095-4399).

President-Elect and West Bend Coach Doris Sexton has developed a rigorous workshop schedule for debaters of all levels. The fall meeting is scheduled to take place during the workshop. We have carefully scheduled events to ensure that all coaches can attend the meeting, while their students continue participating in workshop events. This should be a great opportunity for your students, so please consider attending. If you have questions regarding the workshop, please contact Doris. Are you a new debate coach? If so, then you should attend this meeting to meet colleagues and to take advantage of the the resources the organization has to offer. Two items that will be available at the meeting include: the 2010 Novice Policy Debate Evidence Packet in CD format and the new, revised Judging Handbook. Other items regarding the Fall Meeting will be posted to the WDCA website, as they are made available.
Effective for the 2010 Debate Season, tournament hosts must be present at the Fall Meeting to verify that they are planning to host their event and have secured their building for their planned weekend. If a school does not send a representative to the meeting, they will not have an official WDCA sanctioned tournament. An email saying you plan to host is not acceptable. Some one must represent your school at the meeting. |
